ELOP Vendors

In California, “ELOP” (or “ELO-P”) refers to the state’s Expanded Learning Opportunities Program, which funds before school, after school, and in-break enrichment activities for students. California’s Education Code (Article 22.5, 8482.1) calls for pupil-centered, results driven programming that includes “community partners.” ELOP vendors are community partners that offer services to support expanded learning in California schools.

Types of ELOP Vendors

ELOP vendors include both nonprofits (institutions of higher learning, providers of social services, etc.) as well as for-profit organizations (local sports facilities, career training companies, etc.) Some community partners deliver comprehensive programming, while others take a more specialized approach (such as Rainbow Chefs Academy’s focus on health and nutrition).

Solutions offered depend on the partner’s expertise and the school or district’s needs, but it is common for ELOP vendors to provide program staffing for:

Sports and Physical Activities: Outdoor and indoor physical activities help students release excess energy and gain exposure to sports like basketball, baseball, soccer, pickleball, volleyball, and dance.

Arts and Crafts: Ceramics, painting, drawing, and other hands-on art classes are common ELOP programming options. Music education and performing arts are also popular.

STEAM/STEM: Robotics clubs, model and brick building, computer programming courses, and science experiments provide students with interactive learning experiences.

Public Safety: Fire departments and other public agencies may offer programming options to teach safety and preparedness skills.

Career Readiness: Providing professional career fairs, training, and education helps students explore careers in different industries and lines of work. Some school districts even offer internship opportunities in collaboration with community partners.

Life Skills: Classes focusing on financial literacy, communication, leadership, and mental health provide students with valuable tools for life.

Characteristics of a Reliable ELOP Vendor

Strong Communication: ELOP contracts are often managed at the school district level, which means community partners may be responsible for delivering services to dozens of locations. Clear, consistent communication is key for avoiding scheduling mix-ups.

Proven Track Record: Look for a vendor who has already demonstrated success in other California school districts. Ask for references and browse the vendor’s website for customer testimonials.

Standards-Aligned Curriculum: Ask the vendor to provide documentation that shows how their curriculum aligns with California’s educational standards.

Smooth Service Delivery: Even the most engaging curriculum is of little value when a vendor fails to meet basic attendance and performance criteria.
