ELOP Site Facilitator
California’s Expanded Learning Opportunities Program (also known as “ELOP” or “ELO-P”) funds student enrichment activities that occur after school, before school, and during breaks, including summer break. According to California’s Education Code, expanded learning focuses on “developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences.”
To meet students’ expanded learning needs, many California school districts have implemented dedicated ELOP departments that include educational leaders, administrators, and support staff. ELOP site facilitators (and people with similar job titles) manage on-site activities for a district’s expanded learning program. Assigning one ELOP site facilitator per school is a common approach.
Typical Responsibilities for ELOP Site Facilitators
ELOP site facilitators perform a variety of tasks depending on programming objectives and local requirements. Example responsibilities include:
Supporting Student Registration & Enrollment: Not everyone is familiar with expanded learning, so community outreach and education may be necessary to ensure adequate enrollment. Interested families may require assistance during the sign-up process. In addition, maintaining accurate registration and enrollment data is essential.
Managing Community Partners: ELOP site facilitators rely on community partners—like our team at Rainbow Chefs Academy—to deliver high-impact programming that engages students outside of the normal school day.
Planning & Staffing Student Activities: Based on the number of student participants and community partners, ELOP site facilitators work to develop activity schedules for expanded learning. Site facilitators also monitor student and instructor attendance.
Ongoing Programming Optimizations: Providing feedback to community partners and refining activity schedules are simple ways that ELOP site facilitators can achieve enhanced student experiences.
Challenges for ELOP Site Facilitators
ELOP site facilitators face a number of unique challenges, including:
Complying with State ELOP Requirements: School districts enjoy a certain degree of flexibility for achieving their expanded learning goals. However, demonstrating compliance with state requirements is essential and at least partially falls on the shoulders of ELOP site facilitators. Understanding state requirements and maintaining accurate records support compliance.
Scheduling Complexity: Fluctuations in ELOP program enrollment combined with occasional staffing issues can lead to scheduling challenges for site facilitators.
Space Constraints: Many school buildings were not designed to handle the pre- and post-day requirements of ELOP programming. As a result, ELOP site facilitators must be creative when selecting activity locations, storing supplies, and making other decisions that impact students and stakeholders.
Vendor-Related Challenges: Some community partners are more reliable than others. Dealing with unreliable partners can be especially difficult for ELOP site facilitators, as vendor contracts are usually managed at the school district level.
