ELOP Coordinator

The state of California’s Expanded Learning Opportunities Program (“ELOP” for short) provides funding for enrichment activities that occur before school, after school, and during breaks. California’s Education Code calls for expanded learning programs that are “pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.”

Many California school districts maintain dedicated ELOP departments, which oversee and administer expanded learning programs for multiple schools. Employing ELOP coordinators helps districts ensure consistency and compliance across a variety of locations.

What Does an ELOP Coordinator Do?

Terminology, roles, and responsibilities differ among California’s school districts. In some cases, the term “ELOP coordinator” is used interchangeably with ELOP site facilitator. That said, ELOP coordinators tend to manage several schools, while ELOP site facilitators typically serve a single location. Duties for ELOP coordinators include:

Managing Site Facilitators: In situations when ELOP site facilitators and coordinators are considered separate jobs, the ELOP coordinator may be placed in a supervisory role over one or more site-level staff.

Providing Training, Coaching, & Professional Development: As part of the ELOP coordinator’s supervisory responsibilities, he or she may be expected to onboard new hires and provide ongoing coaching that encourages strong performance.

Observing ELOP Programs: An ELOP director or superintendent might not have availability to regularly visit each school, especially in districts with dozens of elementary, middle, and high schools. ELOP coordinators provide on-the-ground support to ensure that programming aligns with the district’s objectives. Sharing first-hand observations with ELOP leadership is key for continuous improvement and enhancing student experiences.

Supporting Hiring Decisions: Outside of the site facilitator, few people understand school-specific strengths and weaknesses better than an ELOP coordinator. Districts may call on ELOP coordinators to assist various hiring decisions, such as filling vacant facilitator roles.

Ensuring Compliance with State Requirements: California’s Education Code describes how local educational agencies are to provide access to expanded learning opportunity programs. Maintaining accurate records, such as pupil attendance, is essential for compliance. ELOP coordinators should regularly review site-specific data for veracity and thoroughness.
